Mission and Vision

Mission

The Minister of the Interior constitutes the highest authority in matters of civil protection and is supported by the General Directorate of Civil Protection and Emergencies, as a managerial body at the service of the head of the Department.

In accordance with Law 2/1985, of 21 January, on Civil Protection:

Civil protection is a public service which is aimed at the study and prevention of situations of serious collective risk, extraordinary catastrophe or public disaster which can pose a threat, on a mass scale, to the lives and physical integrity of people and to the very protection of them and their property, in the cases in which said situations occur.

Answering the question "what is civil protection?" seems easy, but up until now, too many definitions have been given and different structures have been made. This point sets out to explain the criteria that, according to the existing legal framework and the very development of the Spanish civil protection system over time, all those participating in the system must be familiar with. Vision

In the constant evolution of the National System of Civil Protection, this General Directorate will be a driving force in its planning and in the coordination of the various agents involved in matters of civil protection, both of the Autonomous Regions and the Cities of Ceuta and Melilla, and of supranational and international organisations, providing, where appropriate, useful means for managing major emergencies or when there is a high probability that these may occur.
